Naval Sea Systems Command requested computer equipment to be delivered by small businesses to their Surface Warfare Center in Dahlgren, Virginia.

The deadline for a quote for delivery was Dec. 18, with delivery guaranteed by Feb. 21, 2018.

Companies were to be small businesses (a maximum of 1,000 employees) and authorized resellers with the original equipment manufacturer. Other requirements were that the equipment be new, brand name and covered by a one-year manufacturer’s warranty.

Companies were also required to be registered in the System for Award Management (SAM) and Wide Area Work Flow (WAWF). SAM assess businesses for procurement with consistency and WAWF manages invoicing and payment.

U.S. Federal Contractor Registration (USFCR), the world’s largest third-party government registration firm, offered to help register companies in SAM and WAWF. USFCR also promoted its Simplified Acquisition Program to improve the companies’ use of government language and negotiation skills, to set up and host a government-formatted website, and to provide contract support and bid training.
